Extra Steps Can Cut Bad Addresses to Lift Mail Response

Bad address data continue to depress ROI for a significant chunk of direct mail marketers. For mailers struggling with bad addresses and deliverability, AccuList® suggests three remedial steps that go beyond standard merge-purge processing and USPS National Change of Address (NCOA) updating.

But first the good news for direct mail fans: The channel’s superior response and ROI lead 58% of marketers to plan expanded investment in direct mail across industries in 2023, according to a recent survey by Lob and Comperemedia. The bad news: 32% of marketers still worry about achieving response goals because of “bad address data.” 

So what can mailers do to cure this “bad address” problem?

#1 Check Individual Record Quality Before Processing

The initial step AccuList recommends is implementation of a data processing and quality control regimen before merge-purge, hygiene updating or appending of new data, whether for prospecting files or house files.  For example, first and last name on internal and external lists should appear in separate fields, along with the corresponding postal address in separate columns.   

At AccuList, our data experts begin by applying utility programs to individual records before standardizing them to find hidden duplicate or misspelled names, titles and addresses, or other deliverability issues. Next, we use the USPS Coding Accuracy Support System (CASS) certification on individual records to verify that each address matches with the right zip code and delivery route. 

#2 Correct for Multiple Deliverability Issues

The second step is to update mail files for multiple potential address and deliverability issues. Mailing files should be:

1) devoid of house file do-not-mail requests;

2) matched against DMAchoice (the Association of National Advertisers—ANA—mail preference service);

3) updated against USPS NCOA to meet Move Update requirements;

4) address-corrected to meet USPS Delivery Point Verification (DPV) standards; and

5) run against other public source databases for records not found with NCOA, such as deceased or prison addresses.

#3 Go Beyond NCOA

Because the USPS FASTforward or NCOALink represent only a portion of total US movers, a third step is to initiate more advanced mover hygiene.  At AccuList, we also access the most comprehensive public and private “Mover” databases commercially available to fill in the gaps. We can then identify a much greater number of postal addresses that are verified as Deliverable or Undeliverable As Addressed (UAA).

Leverage 2020 Trends With Direct Mail Push

For direct marketers hesitating over direct mail campaign investments, 2020 is the year to strike while the iron is hot—with a good economy, high response rates and flat costs. That’s especially true because the 2021 road may be a bit bumpier.

Economy, Response and Costs Give 2020 Mail Green Signals

The U.S. consumer is confident, the economy is projected to continue growing in 2020, and mailing cost inflation is minimal. Per the December 2019 Federal Open Market Committee, U.S. GDP growth is forecast to average 2%, lower than 2019’s 2.2% but far from recession. Meanwhile, consumer buying power should remain strong with an average unemployment rate of 3.5% in 2020 and a core inflation rate (stripping out volatile fuel and food prices) projected to average just 1.9% in 2020, while the Federal Reserve’s eased interest rates continue to buoy growth. So it’s no surprise that consumers are entering 2020 with positive outlooks: The University of Michigan’s consumer sentiment for the U.S. was 99.3 for December of 2019, the highest reading since May of last year. And direct mail offers unique advantages for reaching those consumers, starting with high response rates. The last ANA/DMA data pegged average direct mail response at historic highs of 4.9% for prospect lists and 9% for house lists, way ahead of the 1% response rates of e-mail, social media and paid search. Meanwhile, low projected increases in key costs are clearing the way for ROI on mail investment as well.  For example, 2020 coated paper prices are projected to be held down by reduced demand, caused by a continued growth of electronic media use by advertising and publication printing, coupled with oversupply from new production capacity, especially in Asia. A strong U.S. dollar adds to downward price pressure. Meanwhile, postal rates for marketing mail in 2020 are expected to remain close to the average as enhanced carrier route letters go up less than average, with five-digit automation letter rates, entered at the SCF, projected to increase by 2.2%, and the high-density walk sequence carrier route letter rate, entered at the SCF, increasing only 1.1%.

After 2020, Mail Faces Rougher Economic Seas

Those who fail to take advantage of 2020’s positive direct-mail climate may soon regret the missed opportunity if costs rise and the aging economic growth cycle slips into recession. Potential postal rate increases are an especially dark cloud. In December, the Postal Rate Commission (PRC) proposed new rules for USPS rate-making that, if implemented for all classes of mail would increase rates by a massive 30%-50% over the following five years. Mailers and their organizations will want to join The Nonprofit Alliance and the Alliance of Nonprofit Mailers in fighting such huge increases. At the same time, the economy, even if it stays out of recession, is projected to slow. The Federal Open Market Committee forecasts U.S. GDP growth to slow to 1.9% in 2021 and 1.8% in 2022, as a side effect of trade-war drags. Meanwhile, new data security and privacy legislation could pose significant challenges for data-driven marketing.

Data-Driven Efforts Face Privacy Legislation Challenges

The shift to more targeted, personalized and timely direct-mail campaigns is one reason that direct mail continues to turn in high responses at acceptable ROI. But using digital print technology, coupled with audience selection and segmentation, to personalize and target every component of a mail piece relies on data, and privacy laws are coming in to regulate the previously wide-open data market. Of course, there is the GDPR (EU General Data Protection Regulation), but most marketers are going to be more affected by new U.S. state and federal privacy law pushes. For example, California’s CCPA (California Consumer Privacy Act) went into effect January 1 of this year. It applies to for-profit businesses operating in California and collecting personal data if they have annual gross revenues over $25 million; annually buy, receive, sell, or share personal information of over 50,000 California consumers, households, or devices; and derive at least 50% of annual revenue from selling California consumers’ personal information. The regulation offers consumers the right to access information (including categories of data collected, shared or sold; categories of sources from which this personal information was collected, with whom it was shared, and to whom it was sold; specific pieces of personal information collected; and why the personal information was collected). Consumers also gain a right to deletion (the ability to request that a company delete personal information collected) and a right to opt out (the ability to direct a company to not sell personal information to third parties). Now The Nonprofit Alliance is alerting mailers that new data privacy and financial disclosure bills are in the offing. California, for one, isn’t done legislating in this area, and other states (such as Virginia) are following in California’s footsteps. Plus, the Senate is continuing an effort to draft a bipartisan national privacy statute led by the “Gang of Six”—Republicans Roger Wicker (MS), John Thune (SD), and Jerry Moran (KS); and Democrats Maria Cantwell (WA), Richard Blumenthal (CT), and Brian Schatz (HI)—and most Republican Senators appear to support legislation which would preempt state privacy statutes with a uniform national standard. For marketers, the hope must be that a national “rules of the road” for data privacy will be less onerous than a patchwork of state laws.

Emerging Technologies Create New Breed of Interactive Mail

To help boost direct mailer use of emerging technologies, the U.S. Postal Service offered postage discounts this summer for use of interactive mail tools such as QR codes, Augmented Reality (AR), Virtual Reality (VR), Near Field Communications (NFC), and Video in Print. But taking a new technology from gimmick to ROI booster requires inspiration even more than discounts. So here are some success stories courtesy of the USPS, too.

Use QR & AR to Link Print to Digital Experiences

Among the USPS-cited case studies of use of mobile- or tablet-scanned QR and AR codes is this example of how QR codes proved their value for organized sports marketing. Sports event managers created more than 50 unique codes for signage, publications and e-tickets to provide information, social media sharing, and mobile store access, and succeeded in getting QR-code users to scan event material an average of 1.6 times and increased downloads of the official app to 15 million. Meanwhile, AR proved its traffic-building value for a furniture retailer’s mailed yearly catalog; recipients used the app to superimpose pieces of furniture onto a real-time 360°/180° view of their homes, resulting in both more app and website visits by customers for the retailer. The information gathered by apps can achieve other retail marketing goals besides traffic and sales, of course. The USPS cites a beauty company’s print ad AR app that allowed digital trials of nail polish, with the goals of preventing product returns and improving future stocking decisions and color choices. Over 10% of users scanned the ad with their smartphones or tablets to try on 40 different nail polish colors.

Use NFC, Video and Mobile in Print for Immediate Interaction

Near Field Communications (NFC) relies on chips and radio waves to communicate with smartphones rather than scannable codes and has the advantage of instant access without app download. The USPS notes a movie premiere’s NFC-enabled posters that encouraged users to tap an image with their smartphones to access behind-the-scenes footage, and an Uber campaign in England with NFC-enabled coasters in pubs, right on the table with the smartphones–and the drinks inspiring ride requests. Video-in-Print (VIP) uses a video device included in a mailer or print ad and can work well for targeting high-value customers. For example, an auto company promoting a new truck used publisher data to select 20,000 readers who fit the target truck owner profile and sent them a VIP magazine insert. Mobile-in-Print also creates immediate interaction by placing mobile call or text capabilities in print media. Consider the case of a multinational auto insurance company plagued by complaints about help line delays: The insurer sent out mobile-in-print mailers that prompted customers to use the keypad embedded on the page to enter their mobile telephone number and license plate information to receive instant insurance quotes on their mobile devices. Latest Data Shows Direct Mail Is Still Alive, Well and Effective

Some marketers theorize that “direct mail is dead” about as often as “Game of Thrones” fans theorize about the fate of favorite characters. So for all of AccuList’s current and future direct mail list and data services clients, here is current proof that direct mail is alive and well, and still a key direct marketing tool.

Marketing Mail Enters 2019 on a Growth Path

The U.S. Postal Service reports that revenue for the first quarter of fiscal 2019 (October-December 2018) was up 2.9% to a $19.7 billion total over the same prior-year quarter. A decline in First Class Mail dollars and volume was more than offset by Marketing Mail’s 4.9% increase in revenue, up by $218 billion, and 4.8% bump in volume, up by 1 billion pieces, combined with Shipping and Packaging revenue growth of 8.7%, up by $516 million, and a 5.4% volume bump, up by 93 million pieces.

Mail Response Outpaces Other Channels

We’ve reported it before, but it bears repeating because it explains why direct mail is still an important marketing tool in this digital age: The 2018 DMA/ANA Response Rate Report shows an average direct mail response rate of 9% for house lists and 5% for prospect lists, stellar rates compared with response rates of 1% or less for e-mail, social media, paid search and display ads. In fact, lower mailbox volumes actually have helped turbocharge mail response in an era of digital promotional bombardment, from e-mail, to online ads to mobile ads. Consider that, each day, an average of 107 e-mails per person are received globally and an average 63 ads per person are viewed, but only an average of two pieces of mail are received per person. It’s clear which channel gets the audience attention and why 75% of households read or scan their direct mail ad materials daily, per a USPS 2016 study. Not only was direct mail the top purchase influencer among Baby Boomers, even beating out family and friend recommendations, per a 2015 MarketingCharts study, but even younger, digitally addicted generations are fans of direct mail, too. According to USPS studies, 77% of Millennials pay attention to direct mail advertising, 90% think direct mail advertising is reliable, 57% have made purchases based on direct mail offers, and 87% of Millennials say they like receiving direct mail. Direct mail works or an even younger group of consumers as well: 69% of 18- to 24-year-olds prefer reading print and paper communications over reading from a digital screen, per paper-producer Sappi.

Mail Wins by Being Trusted, Engaging and Personal

How can direct mail work so well across generations of consumers? First of all, in an age where trust in advertising is at a minimum, 76% of consumers say they trust direct mail when they want to make a purchase decision, and trust it more than digital channels, per a 2016 Marketing Sherpa study. Direct mail is also more engaging, memorable and persuasive, per neuroscience studies. In fact, a 2015 Canada Post neuroscience study of direct mail found that direct mail’s motivation response, its persuasive power, is 20% higher than digital media’s motivation response. Finally, in an age when personalization is expected and demanded, direct mail can harness multi-channel databases to machine learning/AI, variable data printing and behavior-based triggers to produce timely, highly personalized messaging, images and offers, way beyond the old first-name addressing of the past. Hurry! Registration for this promotion closes March 31 for a promotion period from April 1 to June 30. It rewards mailings using Business Reply Mail (BRM), Courtesy Reply Mail (CRM) and Share Mail envelopes and cards by providing them with a financial benefit when customers put those pieces back in the mail. New participants will earn a 3 cent credit per counted reply piece between April-June of 2019. Repeat participants must meet a threshold equating to 95% of the volumes counted during the same period in 2018 to earn the 3 cent per piece credit. First-Class Mail pre-sort and automation letters—bills and statements only—that meet the dynamic print and personalization requirements will be eligible for the upfront 2% postage discount during the promotion period. First-time participants must meet only the dynamic color print requirements.

Mobile Shopping

This promotion is the USPS acknowledgement that almost all marketing efforts include mobile shopping convenience today. Marketers who will send regular and nonprofit Marketing Mail letters and flats combining mobile with print are encouraged to register starting June 15 for a Mobile Shopping Promotion that lasts from August 1 to December 31, right in time for the holiday season. There are many new mobile bar-code formats, in addition to Payment QRs, that can be leveraged to qualify for the upfront 2% postage discount during the promotion period.

Informed Delivery

This year’s Informed Delivery Promotion pushes a new USPS omnichannel tool. The Informed Delivery program allows residential consumers the free ability to digitally preview letter-sized mail and manage scheduled packages on their computers, tablets, or mobile devices. Marketing mail participants may create Informed Delivery scanned campaigns through the Portal or submit elements through eDoc submission. Regular and nonprofit Marketing Mail letters and flats, and First-Class Mail pre-sort or automation letters, cards and flats meeting the promotion requirements will be eligible for an upfront 2% postage discount during the promotion. Direct mail has higher average response rates than digital choices, but maximizing mail ROI requires cost efficiency, especially in the postage realm. Careful Design Wins Postage Discounts

USPS offers postage discounts to mail pieces that are not only addressed correctly but also designed for processing on automated equipment. For mail to qualify for the lowest postage rates, the mail piece needs to be at a letter size, which is a minimum of 3 ½” high by 5″ long and a maximum of 6″ high by 10½” long. Larger mail pieces fall into the flat category, which can cost more than twice as much per piece as a letter. Plus, to take advantage of automation, the piece must by rectangular, with an aspect ratio (length divided by height) of 1.3 to 2.5. Mail pieces outside those ratios could cost twice as much in postage. Then the addressing and barcode block on letter size mail must fit into the USPS OCR read area to avoid additional postage. For tri-folded self-mailers, the address must be on the center panel to qualify for discounted automation postage. Naturally, weight matters.  Keep the weight of a folded self-mailer under 1 ounce; if the piece weighs over 3 ounces, it must go in an envelope. Thickness counts, too  If a mail piece is less than 0.009″ thick, it costs more in postage. On the other hand, the  maximum thickness for letter size mail is ¼” and for flat size is ¾”. 2018 USPS Rate Hikes Challenge Direct Marketers

On January 21, the U.S. Postal Service bumped up its rates for almost all mailings by direct marketers and publishers: Marketing Mail (formerly Standard Mail), First Class Mail Retail, First Class Mail Discount and Periodicals. Most of the increases are small, but volume mailers among Acculist USA’s direct marketing clients could feel the pinch. What are some of the strategies to offset the effect on marketing budgets?

Look for Savings Opportunities!

Before panicking, mail marketers need to check out the whole USPS rate change grid. A 1% to 2% overall increase will be higher or lower depending on the class, weight, zone, density and special services required, and there are actually some savings to be had. For example, while the First Class stamp is going from $0.49 to $0.50 for a 1-ounce letter, a 2% bump, the USPS did not increase the additional ounce rate, so the percentage change gets smaller as items get larger. Meanwhile, metered letters are increasing from $.46 to $.47 in postage, which offers a significant savings of $0.03 per piece for those using a postage meter or PC postage, points out a recent Mailing Systems Technology post. Although most USPS discounts are tied to doing more work, such as barcoding or sorting, this metered rate savings is automatic for just using a system to print postage that costs as little as $20 per month, the article notes.

Even More Value for Presorting, Package Changes

There are other savings to be had via presorting, adds the Mailing Systems Technology article. For example, last year the USPS increased the weight limit for letter rates from 2 ounces to 3.5 ounces. Now, with the rate for a 3-ounce metered letter at $0.89 and a commercial rate of $0.378, there’s a potential 58% savings from using presort services. Package changes can help the budget, too. Folding a flat (9×12 or 10×13) package into a 6×9 envelope could mean significant savings with the new rates. A three-ounce flat at $1.42 now could cost as little as $0.378 if it can be put in an envelope and automated through in-house software or presort services. Plus, mailers sending Priority Mail items at retail rates using Click-N-Ship or a postage meter can switch to a PC Postage solution using commercial rates to save 10% overall, or 2% to 40% less based on weight and zone.

Importance of Targeted, Quality Data Underscored

As data brokers, AccuList USA stresses that these postal cost changes also should push marketers to use data-driven direct mail in more strategic and creative multi-channel campaigns. Why Connect Digital & Direct Mail?

The majority of marketers (71%) say they believe in an integrated multi-channel approach. After all, a smart multi-channel strategy can combine the pervasive impact of digital (96% of consumers say they were influenced online in making a purchase decision) with the effectiveness of direct mail (digital can’t beat mail’s 80% open rate or its consumer trust rating  of 76% compared with 61% for Google search, 43% for social and 39% for online ads). And marketers who combine direct mail and e-mail in a single integrated campaign report better results than when running standalone efforts, with overall response increasing by 35% or more. So why are so few marketers (just 29%) actually implementing those integrated multi-channel campaigns?

Addressing Direct Mail Myths

Lingering misconceptions may cause some marketers to hesitate over integrating direct mail with digital. As the infographic points out, direct mail has a high perceived cost. Yet while direct mail costs more to produce and distribute, its response rates are also much higher than other channels, so its ROI remains competitive. For example, per the DMA’s 2016 data, direct mail response rates averaged 5.3% for house lists and 2.9% for prospect lists, compared with online display ads at 0.9%, e-mail at 0.6% for house files and 0.3% for prospects, social media with 0.6%, and paid search at 0.5%. As a result, median ROI for direct mail, while behind e-mail, is on par with social media at 29% and 30%, respectively, and ahead of other digital channels such as mobile, search and online ads. Others assume difficulties in connecting and tracking combined paper and digital promotions. But technology and U.S. Postal Service discounts are making direct mail easier and cheaper to integrate with digital via mobile device-scanned coupon links, QR codes, PURLs (Personalized URLs), and landing pages. Plus, direct mail is now much easier to track in real time thanks to the U.S. Postal Service Intelligent Mail Barcode that lets marketers follow every single piece from the postal DSCF unit to the prospect’s door.

Making Direct Mail Part of a Multi-channel Solution

Successfully leveraging the power of direct mail in a multi-channel strategy requires a few key steps. As suggested in the infographic, include the USPS Intelligent Mail Barcode on all mail to track delivery and coordinate with other channels, and then gather measurable response from multiple channels via tactics such as reply cards, 800-number call tracking, as well as mobile-scanned QR codes and PURLs. Create campaign-specific landing pages and make sure they are mobile-friendly. Integrate e-mail and direct mail messaging and lists, and coordinate e-mail blasts with mail delivery; plus create Facebook ad campaigns to target the same audience as your direct mail lists (see our Digital2Direct programs). Finally, consider IP Direct Mail or Web Direct Mail to target the same mail audience on Google with coordinated ad banners.

USPS Informed Delivery Injects Physical Mail in Digital Mailstream

The U.S. Postal Service has implemented Informed Delivery, a program that e-mails consumers’ sneak previews of mailing pieces before that mail even lands in their physical mailboxes. The USPS considers the program an innovative “integration of digital and physical mail,” and AccuList USA definitely is intrigued on behalf of our many direct mail list brokerage and marketing services clients. What are the issues for direct mailers?

Integrating Direct Mail and the Digital Lifestyle

Under the USPS Informed Delivery program, consumers can enroll online for free and get a password-protected account that creates a digital mailbox for the direct mail they will later receive at home. Before the mail is physically delivered, it is scanned so that users can log in and see a grayscale image of common-sized mail pieces, such as a #10 envelope or a folded self-mailer. Mailers can complement that digital touchpoint with a color image added below or in place of the grayscale scan, and can add a click-through URL. Even flat-sized mailings (which aren’t scanned) can participate by supplying two custom images and a URL. Now, there may be some in the direct mail business who are nervous about further digital inroads into traditional mail’s marketing space. But it’s self-defeating to ignore the reality that consumers have made digital platforms a part of their daily lives, many looking at digital mailboxes more often than physical mailboxes. And it’s hard to argue against the potential benefits: the ability to use the Intelligent Mail barcode (IMb) to reach target audiences in digital and physical mailboxes simultaneously; potential tracking of when and which e-mails are viewed, and actions taken, to improve personalization and targeting;  and finally, a welcome boost to audience engagement for participating marketers. Per USPS data, there’s a 70% open rate for Informed Delivery e-mails, and 88% of users check their Informed Delivery notifications every day or almost every day.

Scripting for Mail With a Digital Cue

However, Informed Delivery will require some marketing adjustments to successfully inject traditional mail directly into the digital mailstream. Marketers who don’t opt for enhancing with color images will need to consider how images and copy work in grayscale, for example. And all mailers will need to re-think how they use outer mail design both to gain click-through/interaction and to build anticipation for the physical piece–and then the physical piece will still need to deliver ROI. Plus, since many folks view their e-mails on mobile devices, marketers need to think about how their mail translates to mobile viewing. Marketers also need to think through how and why an e-mailed preview fits the target audience. Some industries seem especially suited, and the USPS cites retail, financial services, insurance, government, and telecoms as potential beneficiaries, but other markets may gain less from an advance digital touchpoint. Mail marketers who are interested in testing the program have two ways to submit an Informed Delivery campaign to the USPS–via e-mail using an Excel file or via PostalOne!–and should also check with direct mail vendors about interfaces with presort and post-presort software that allow setup of Informed Delivery campaigns at the piece version level or at the piece detail level.
